Default PC Staff & Strange Fire Artifact

I found these today and was wondering about a PC. The first is a perfect Insightful Jeweled Staff of Fortitude (plus reduced crippled, req. 8) but as I understand this is a rarer skin, I think. Secondly is a clean fire artifact, req. 7, but its like nothing I've seen. I got it from the Lockbox in Dreadnaughts and I heard there were Chapter 2 items in them. But this is a fire artifact so unless they are adding off-hands (and I believe they are but don't know), this is an unusual fire artifact. Thanks in advance for your help.

its just a rare skinned fire artifact, with no mods, its not worth much, looks like the green Millius's Eye

the staff is worth a little bit tho...
